(a) Pursuant to K.S.A. 8-1560, the Council of the City of Riley, Kansas hereby determines that on the basis of an engineering and traffic investigation that the maximum speed limits in Riley, Kansas are greater than is reasonable and safe under the conditions that are found to exist upon the streets, roads, and highways of the City of Riley, Kansas.
(b) The Council of the City of Riley, Kansas hereby declares that the reasonable and safe maximum speed limit on all streets, roads, and public highways of and within the City of Riley, Kansas shall be and is hereby set at 20 miles per hour, with the exception of all of Kansas Avenue in Riley, Kansas, which are under the jurisdiction of Riley County, Kansas, and with the exception of all state and federal highways. Speed limits on Kansas Avenue are unaffected by this section, and speed limits on all state and federal highways are unaffected by this section.

(a) It shall be unlawful for the driver of any motor vehicle to use or cause to be used or operated any compression release engine braking system (Jake brake) within the City Limits of the City of Riley, Kansas.
(b) As used in this section, “compression release engine braking system” means a hydraulically operated device that converts a power producing diesel engine into a power absorbing retarding mechanism.

(a) It shall be unlawful for the driver of any vehicle to park such vehicle at any time within the City of Riley, Kansas;
(1) On the West Side of Main Street within 115 feet South of its intersection with Kansas Avenue.
(2) On the West side of Main street within 100 feet North of its intersection with Kansas Avenue.
(3) On the East side of Main Street within 140 feet South of its intersection with Kansas Avenue.
(4) On the East side of Main Street within 150 feet North of its, intersection with Kansas Avenue.
(5) In the center of the street on Broadway Street.
(b) It shall be unlawful for the driver of any vehicle to turn such vehicle at the intersection of Main Street and Kansas Avenue in the City of Riley, Kansas, so as to proceed in the opposite direction.
(c) Any person violating any of the provisions of this sections or any rule or regulation contained herein or made by the City Council pursuant thereto shall be guilty of a misdemeanor. Every person convicted of a misdemeanor for a violation of any of the provisions of this section shall be punished by a fine of not more than One Hundred Dollars ($ 100.00) or by imprisonment for not more than thirty days, or by both such fine and imprisonment.

(a) It shall be unlawful for any person to park a vehicle on the streets of the city of Riley, Kansas, continually in one location for a period in excess of 48 hours.
(b) It shall be unlawful for any person to park, store, deposit or permit to be parked, stored or deposited thereon, an inoperative, junked, wrecked, dismantled, discarded or abandoned vehicle on the streets of the city of Riley, Kansas.
(c) It shall be unlawful for any person to park a ten wheel, or more vehicle on the streets of the city of Riley, Kansas, between the hours of 9 p.m. to 6 a.m.
(d) Any person violating any of the terms of this section shall be subject to a fine of not less than $25 and not more than $500 for each violation.
(e) In addition to the penalty as imposed in subsection (d), the city of Riley may also cause an unattended vehicle tag to be attached to any vehicle parked in violation of this article, and should the vehicle remain parked after 48 hours from the time of the attachment of the unattended vehicle tag, then the city may cause said vehicle to be removed or towed away and said vehicle may not be recovered until the towing charges are paid in full.
